Summary

This position is being filled under the Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates, Section 1102 of the National Defense Authorization Act for Fiscal Year 2019, Public Law 115-232.

This position is part of the Defense Security Cooperation Agency, Defense Security Cooperation Agency. The incumbent may be responsible for assisting in coordinating the HR Director’s travel, calendar, meetings and various types of schedules/itineraries.

Responsibilities

As a PERSONNEL OPERATIONS SPECIALIST (RECENT GRAD) at the GS-0301-7/9 some of your typical work assignments may include:

Serving as the division’s personnel operations specialist performing a variety of administrative work involving human resources programs in training and development, payroll, awards, performance management and labor and employee relations.

Processing SF-182 training requests and tracks expenditures for each directorate to ensure they do not go over their allocated training budget and keeps abreast of training schedules and ensures required/requested training is attended.

Assisting in coordinating the HR Director’s travel, calendar, meetings and various types of schedules/itineraries.

Assists with coordinating performance and honorary award nominations and associated paperwork.

Qualifications

To be considered for a Recent Graduate appointment you must meet the following requirements:

Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment; OR a person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment.

A. In addition to meeting the Recent Graduate eligibility requirements, your resume and supporting documentation must support your ability to perform the work of a Personnel Operations Specialist at the GS-07 grade level or equivalent pay band in the Federal Service or equivalent experience in the private or public sector:

assisting with creating and maintain files;

reviewing documents for completeness and accuracy;

providing oral and written communication concisely in an office setting.

B. Personnel Operations Specialist at the GS-09 grade level or equivalent pay band in the Federal Service or equivalent experience in the private or public sector:

Performing administrative support functions in a office environment and providing customer service in one of the following HR Programs;

Payroll, awards program, performance management, or leadership/organizational development.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
