This position sets scopes and standards for housekeeping and routine maintenance; directs the activities of the access and surveillance team to ensure the security of residence halls and Greek chapter houses; participates in the determination of needs, scope, and budgets for renovations and facility renewal; oversees procurement of services and hard goods for Housing Facilities; and organizes the physical preparations for fall move-in, and spring move-out. Reporting directly to the Senior Director of Housing Operations, the Director of Housing Facilities and Security Systems works in close coordination with the Director of Finance for Learning and Residential Affairs, the Director of Housing Assignments, the Senior Director of Residential Experience, the Director of Conferences, the Director of Greek Life, Campus Planning and Construction, Plant Operations, Vanderbilt Information Technology, Campus Dining, and other campus partners.
The Director of Housing Facilities and Security Systems will provide overall leadership for the housing facilities team by developing goals, objectives, policies, and procedures; supervising, coordinating, and evaluating their activities; preparing operating and capital expenditure budgets; and performing personnel administration functions.
The Office of Housing Facilities oversees the operating conditions, safety, security, comfort, accessibility, repair, improvement, and upgrade of student housing on campus. The Housing Facilities staff are liaisons between the university and students and families regarding the condition of residence halls and Greek chapter houses. Housing Facilities also has responsibility for on- campus faculty apartments, staff apartments, and emergency housing. In close coordination with Campus Planning and Plant Operations, Housing Facilities coordinates the everyday housekeeping, maintenance, and repair of our facilities.

Duties and Responsilbities
Lead the Housing Facilities office, including recruiting, hiring, and training staff, and any Graduate Assistants or other student workers.
Supervise professional staff providing clear performance expectations, effective and on- going feedback, regular and annual evaluations, and professional development opportunities to ensure staff understand expectations of them and are successful in fulfilling their job functions.
Provide financial oversight for the Housing Facilities office, including full responsibility for the preparation and management of relevant budgets to ensure proper stewardship of university resources.
Assess and monitor facility repairs to ensure cost effectiveness; establish criteria for repair versus replacement of facilities.
Establish proper standards of maintenance of facilities within resource limits.
Oversee and ensure that all housing facilities are maintained in a clean, safe and secure condition.
Monitor campus emergencies that affect housing facilities, including equipment breakdowns, malfunctions, and alarm calls.
Develop and implement department’s facility renewal plan in accordance with rolling five-year plan.
Create, implement, and maintain department operations and facility renewal budgets.
Forecast and plan facility improvements.
Maintain fiscal responsibility and monitor expenditures to ensure compliance with statutory obligations, budgets, and guidelines for housing facilities.
Monitor and manage facility renewal budget expenditures and change orders for building and renewal projects by ensuring budgets are not exceeded.
Prepare the annual operational budget for the operation of maintenance of the housing facilities.
Evaluate the development of scopes of work and budgets for procurement, bidding, construction and management of approved renovation and maintenance projects by staff and/or independent contractors and engineers.
Plan, develop, and prioritize projects and weekly work plans; ensure that materials are ordered, projects are designed and planned, and monies are available.
Coordinate and monitor status of work orders.
Estimate, request, and purchase materials and equipment.
Ensure compliance with applicable building and safety codes.
Manage and supervises department staff including clerical staff, shipping and receiving, and security and access personnel.
Develop reports that evaluate staff productivity, work order status, and critical work projects.
Verify department employee timesheets for accuracy and compliance with university policies and procedures.
Convey expectations to consultants and contractors performing facilities work in housing facilities.
Direct the development of standards for selection of finishes and furnishings to be installed in housing facilities.
Monitor contractors for facility renovation projects.
Coordinate and order contracted services as needed to accomplish repairs not practical to be done by department staff.
Purchase supplies and equipment in compliance with university purchasing guidelines.
Represent the university and/or the department on committees and professional organization membership(s).
Other duties and responsibilities as assigned.
Serve on divisional committees and working groups to enrich the experience and resources available to staff across the division.
Participate in division wide events as needed (Move-In Day, Rites of Spring, Diverse ‘Dores Day, MLK Day, etc.) to support colleagues and ensure these events run smoothly.
Maintain an understanding of institutional and departmental financial policies related to areas such as travel, procurement, expense, and time reporting to ensure compliance and proper stewardship of university resources.
Demonstrate a willingness to support colleagues across the division in order to encourage the implementation or fulfillment of divisional goals and strategic priorities.
This position does have supervisory responsibility, directly supervising Area Maintenance Supervisors, Access and Security team and administrative staff. This position reports administratively and functionally to the Senior Director for Housing Operations.
Profile of an Ideal Candidate
Associate’s degree required.
Bachelor’s degree preferred.
Five (5) years in a related craft or maintenance field required.
Eight (8) years experience as a superintendent for construction projects preferred.
Blueprint reading experience required.
Knowledge of required tools and equipment for maintenance purposes.
Requires experience with different types of technology with regard to mechanical systems.
Knowledge of Microsoft Office (Excel, Word, Outlook, Windows, and Power Point), , Adobe PDF viewer, file sharing, and standard office equipment.
