FOR THE ESTABLISHMENT OF FRAME AGREEMENT(S) FOR THE PROVISION OF
DISINFECTION SERVICES FOR UNHCR OFFICE PREMISES AND OFFICES IN CHIOS
ANNEX A-TERMS OF REFERENCE
BACKGROUND & DELIVERABLES

1) Background
UNHCR requires the effective provision of high standards disinfection services. The selected company will be required to ensure the proper disinfection of the office premises through the application of methods / techniques and usage of certified materials/fluids, covering the total surface of the office premises. Disinfection products and supplies used for these services should comply with the local government regulations.

Lot 1: UNHCR Chios premises located at Varvaki 1 & Ef. Argenti, Chios, 82100, apartment on the first floor with a total of 170 m2 gross floor space.

Lot 2: Two (2) UNHCR office containers located at VIAL Chalkeios, Chios

Container 1: surface 5×3, equalling to 15 square meters

Container 2: surface 8×3, equalling to 24 square meters

2) Deliverables
Disinfection practices are important to reduce the potential for COVID-19 virus contamination in nonhealthcare settings. High-touch surfaces in these non-healthcare settings should be identified for priority disinfection such as doors, windows, office partitions, door and window handles, kitchen and food preparation areas, countertops, bathroom surfaces, toilets, and taps.

Lot 1: UNHCR Chios premises
More particularly it shall include:

Disinfection of offices, meeting/conference facilities, common areas, entrance area

Disinfection of the kitchen area (1), bathrooms (2 bathrooms) and their fixtures, and one (1) storage room

Disinfection of all office windows, chairs, desks, doors and door handles

Disinfection of frequently touched surfaces and shared electronic equipment (such as printers, touch screens, keyboards, remote controls).

Lot 2: Two (2) Office Containers at VIAL
More particularly it shall include:

Disinfection of all areas in the containers, including office areas, shared electronic equipment (such as printers, touch screens, keyboards, remote controls) focusing especially on frequently touched surfaces.

Disinfection of all office doors and windows, chairs, desks, doors and door handles.

Additionally, for Container 1:
• Disinfection of all the mobile equipment of the container that includes two (2) office desks, one (1) metal bench, four (4) office chairs, three (3) plastic chairs, one (1) space divider and two (2) benches with approx. dimensions 2.5m length

Additionally, for Container 2:
• Disinfection of six (6) plastic benches, three (3) metal benches, five (5) plastic chairs, ten (10) plastic stools, eleven (11) metal barriers
• Disinfection of the bathroom and its fixtures

3) Disinfection services – Service Programme

Lot 1: Service Programme
Services should be provided on a weekly basis based on prior coordination with UNHCR. Once per week.

Lot 2: Service Programme
Services should be provided on an ad hoc basis based on prior coordination with UNHCR.

4) Service Book
Following the provision of the services, the contractor should, each time, provide a relevant certification for undertaking the disinfection. A UNHCR staff member shall be present during the provision of services in order to lock the premises afterward.

* To note that all required services are not limited to the above and may be adjusted based
on the required needs.

5) Products provided by Contractor
The bidders are requested to submit the list of products that will be utilized in the UNHCR Office.

Materials include (but are not limited to):

-Certified fluids/materials in accordance with local government regulations.

In non-healthcare settings, sodium hypochlorite (bleach/chlorine) may be used at a recommended concentration of 0.1% or 1,000ppm (1 part of 5% strength household bleach to 49 parts of water). Alcohol at 70-90% can also be used for surface disinfection. Cleaning should always start from the least soiled (cleanest) area to the most soiled (dirtiest) area in order to not spread the dirty to areas that are less soiled. The disinfectant and its concentration should be carefully selected to avoid damaging surfaces and to avoid or minimize toxic effects on household members (or users of public spaces).

Supplies
The contractor will provide all equipment, as well as cleaning supplies required for performance of service.

6) Work Schedule
Provision of disinfection services at UNHCR office premises should begin at 16.00 every Friday or on Saturday morning at 09:00. Schedule can be adjusted depending on the Office’s needs.

UNHCR Office premises shall be empty during the disinfection and one UNHCR staff member shall be present to lock following each application. Neither smoking nor the consumption of any kind of alcohol is allowed when working in the area.

7) Payment Terms
Payment shall be made monthly (or as agreed between the parties), on submission of an invoice at the end of the agreed period. Payment shall be made within 30 working days from the day of receipt of the Invoice to the Contractor`s bank account.

8) Technical Proposal
Please include in your technical proposal the followings:
a) Submission of working methods
b) Description of materials used.
